The National Association of Counties, or NACo, is an organization that represents county governments in the United States and has recognized the Volusia County Government with an achievement award for its rapid and comprehensive implementation of changes required by the passage of Amendment 10 in 2018.

According to a release, the voter-approved ballot measure created constitutionally elected offices for the sheriff, tax collector, supervisor of elections, and property appraiser. Upon implementing Amendment 10, County Manager George Recktenwald appointed Business Services Director Jeaniene Jennings to head a team of department directors tasked with conducting in-depth research, reaching out to the county’s constitutional officers, and developing a plan for support services.

“Despite the COVID-19 pandemic, they worked diligently for two years to ensure that the transition was seamless for residents,” said Recktenwald.

Since the amendment took effect in January 2021, the team has shared its documents and process with other counties that have needed assistance.

“All across the country, counties are working tirelessly to support residents and drive recovery from the COVID-19 pandemic. This year’s achievement is for award-winning programs that showcase how counties work every day to build healthy, safe, and thriving communities,” said NACo President Larry Johnson.
